More experts join ACT design review panel

More than 60 new and returning design specialists have been appointed to the National Capital Design Review Panel (NCDRP), to oversee major development proposals.

The panel provides expert independent and peer reviews of building, infrastructure and public-space projects, working with the ACT Government Architect and the National Capital Authority’s Chief Planner to improve design quality. 

Chris Steel MLA, planning and sustainable development minister, said the panel “puts design at the heart of the ACT’s planning system”.

“Our city is growing and densifying and the panel’s advice supports aesthetic design improvements for buildings proposed over five storeys, and improvements to how they function and contribute to great places for people.

“The extension of the panel follows a national expression of interest process to make sure that we have the best professionals across the country reviewing major developments in the ACT.”

The panel draws experts from across Australia, with experience and skills covering architecture, landscape architecture, planning, urban design, and civil engineering. Advice is tailored to each project to maximise benefits for the ACT community.

Government Architect Catherine Townsend’s term has been extended until August 2026. 

A Life Fellow of the Australian Institute of Architects, Ms Townsend was elected President of the ACT Chapter in 2002 — only the second woman to hold the role — and re-elected in 2004.

Ms Townsend advised on ACT Government projects including Light Rail Stages 1 and 2, the Canberra Hospital expansion, the Woden CIT Campus, the Demonstration Housing initiative, draft Apartment Guidelines, and the construction industry regulatory environment and master plans.

Earlier, she designed One National Circuit for the Department of the Prime Minister and Cabinet, Nicholls Primary School and the Space Apartments. She served on the 2003 Bushfire Recovery Taskforce, was a juror for the National Portrait Gallery Design Competition, and advised on the Canberra International Arboretum Design Competition.

Mr Steel said her appointment “ensures a continuation of strong, high-quality architecture and design outcomes for the city. Ms Townsend’s leadership and wealth of knowledge and experience will support the refreshed panel.”

Ms Townsend said the panel supports high-quality built outcomes across Canberra.

“Projects reviewed range from the city-shaping Canberra Theatre Redevelopment, to the much-anticipated Stromlo Forest Anglican College in Molonglo, to infill apartment developments such as Altiora in Braddon. 

“In each instance, the panel focused on achieving high-quality design outcomes that enhance amenity and contribute positively to their surrounding context.
